A government is a group of people that is selected to provide a system of order. A democracy is where the people are free to elect people to govern on their behalf. The rules that help a government to provide a system of order is called the constitution.

The Dail has responsibility for Local Government, Legislation, Civil Service, Judiciary and the Garda Siochana and Defence forces.
The Senate debates and change laws that the Dail is planning to pass. The Senate can only make recommendations and must do so within 21 days.
