Texture means the surface quality.
The texture of something can be rough like you would feel on hard jagged rocks or it can be as smooth as silk. We use our sense of touch to feel the texture of something. However, often we do not need to actually feel something to tell whether it is rough or smooth. We know from our daily lives how many surfaces feel.
